Business Development Specialist

Contract work, flexible working arrangement.

The Business Development Specialist will play a critical role in identifying, pursuing, and securing government and municipality contracts through the Request for Proposal (RFP) process. This individual will be responsible for researching opportunities, building relationships with key stakeholders, and crafting compelling proposals that showcase our company’s capabilities and value proposition.

Key Responsibilities:

  1. Market Research and Opportunity Identification: Conduct thorough research to identify government and municipality contracts relevant to our business objectives. Monitor procurement websites, industry publications, and other sources to stay abreast of upcoming opportunities. Analyze market trends, competitor activity, and client needs to inform our strategy.
  2. RFP Management: Lead the end-to-end RFP process, from initial identification through submission and follow-up. Collaborate with internal teams, including sales, operations, and subject matter experts, to gather information and develop tailored proposals. Ensure compliance with RFP requirements and deadlines, coordinating with relevant departments as needed. Develop and maintain a repository of proposal templates, boilerplate content, and other resources to streamline future submissions.
  3. Proposal Development: Write and edit compelling proposals that articulate our company’s strengths, capabilities, and value proposition. Tailor messaging and content to align with the specific needs and priorities outlined in each RFP. Work closely with graphic designers and other creative resources to enhance the visual appeal and professionalism of our proposals.
  4. Performance Tracking and Reporting: Maintain accurate records of RFP activity, including opportunities pursued, outcomes, and lessons learned. Provide regular updates to management on pipeline status, wins/losses, and emerging trends. Analyze data to identify areas for improvement and refine our approach over time.


  • Bachelor’s degree in Business Administration, Marketing, or a related field (Master’s degree preferred).
  • Minimum of 5 years of experience in business development, sales, or proposal management, with a proven track record of success in securing government contracts.
  • Deep understanding of the RFP process and familiarity with government procurement regulations and practices.
  • Excellent written and verbal communication skills, with the ability to craft clear, persuasive proposals under tight deadlines.
  • Strong analytical and research abilities, with a keen eye for identifying market opportunities and client needs.
  • Highly organized and detail-oriented, with the ability to manage multiple priorities simultaneously.
  • Proficiency in Google Suite and proposal management software (e.g., Proposal Software, Proposify is a plus).
